Reports to: Payroll Manager

Education/Experience Requirements: Knowledge of business functions and skills normally acquired through an associate’s or bachelor’s degree in business, accounting or finance, or an equivalent of 5 or more years of on-the-job professional experience with exposure to tax laws, unions, and payroll regulations for multi-state and multi-company payroll.

Position Summary: Under direction of the Payroll Manager, performs all payroll functions including administering tax and insurance information, classifying new hires and rehires, programming benefits, and running weekly, monthly, quarterly, and annual reports for each company within the Blattner Family of Companies. Assists in auditing payroll processes and the development and implementation of improved payroll processes and procedures.

Essential Job Functions

  1. Processes weekly Corporate office Payroll.  Coordinates corporate office new hires employees, wage changes, department changes. W4’s, direct deposits, terminations, deductions, medical leave payments etc.
  2. Performs payroll software implementation of new software and/or upgrades.  Determines which software vendor is the right fit for company payroll system.  Coordinates, trouble shoots and tests all areas before going live. 
  3. Ensures compliance with applicable laws and payroll tax obligations for multi-state payroll. Assists with Processing all Deferred Comp payments, Non-qualified Retirement Plan, Vehicle Use, Non-Cash payments and tax each appropriately. 
  4. Responds to labor disputes/claims by working with Legal and HR.
  5. Formats unions in software system per master agreement, PLA and MOU.  This includes all overtime rules and fringe benefit tables setup.  Designs reference spreadsheet for jobsite and payroll department.  Assists with union audits and monthly union reporting.
  6. Conducts wage verifications/reference checks from banks or other agencies, and unemployment claims for all corporate employees.
  7. Assists the Payroll Manager in a variety of payroll functions and special requests to include running reports for personnel when requested, hour bank refunds, etc.
  8. Applies for account numbers for tax withholding and unemployment when working in new states.
  9. Verifies jobsite payrolls with Payroll Assistants to confirm accuracy of payroll.
  10. Accurately applies per diem rules for jobsites. 
  11. Prepares reports, spreadsheets, and documentation needed for various audits including the Annual Audit with tax auditors and workers’ compensation audit.
  12. Prepares relevant weekly, monthly, quarterly and year end reports to ensure accurate wages and taxes are processed.  Processes Year End W2’s for each company and verify year end totals are correct.  Builds all electronic files for all states unemployment, state withholding and all W2’s files for states and Social Security. Reprint W2’s when needed.
  13. Manages Payroll Assistants and Payroll Field Process Trainers to include performance reviews and coaching discussions.  Provides appropriate feedback and manage workloads.
  14. Processes quarterly State specific Workers Comp filing.
  15. Inputs garnishments within the payroll software and ensure all is calculating correctly.
  16. Conducts any necessary journal entries for Job Cost changes and other Payroll Journal Entries.
  17. Attends project kick off meetings with the jobsite team.  Offers training on payroll processes; and provides back up for training field and job site office personnel on how to fill out timecards and any payroll paperwork.

  3. Runs reports from the Payroll software system and other programs at the request of other departments.
  4. Provides support to Payroll Assistants or Payroll when workload dictates.
  5. Performs other duties per Supervisor’s discretion
