Education Requirements: Four-year construction or engineering degree, or equivalent combination of education and experience.


Experience: 5+ years of related experience in similar roles within the renewable construction industry (Wind, Solar or Battery Storage) or 7+ years of practical crew-based estimating in other non-renewable construction markets. 


Position Summary: This position will primarily work on Innovation initiatives by running cost scenarios for new and emerging technologies, ideas, methods, and materials. The Estimator is required to lead change and be comfortable with trial and error methodologies to carry forward successful initiatives.  Evaluates proposals for both small scale pilot projects and larger scale full projects. Completes the estimating process and technical compliance with all RFP/Innovation requirements. Analyzes plans/drawings, specifications, vendor proposals, reviews subcontractor quotes, and other documentation to prepare time, cost, and labor estimates.  Generates ROIs and evaluates scenarios for ideas that come from across the company. The role of the estimator is to ensure the scope, schedule and estimate are aligned using the best information available.

Essential Job Functions


  1. Compares cost of new ideas with old methods and materials, looks critically at the total cost of changes and the total value added.
  2. Reviews proposal specifications and drawings to determine and establish scope of work responsibilities, required contents of estimate and critical tasks to complete the project. Reviews design options and recommend best solution based on cost, engineering, quality or availability of materials.
  3. Develops plans on how to build and schedule the projects along with methods used.  Prepares a level one schedule and thought process for sequencing the pilot project which will facilitate direction to team and formulation of crew sizing, resources and productivity used.
  4. Demonstrates proficiency in development and issuing of RFP’s to qualified vendors and subcontractors so proposals can be accurately evaluated prior to bid review process.  Responsible for evaluating through comparison metrics to determine most commercially and technically responsible bidders. Must ensure RFP’s establish basis of scope and pricing from supplier/subcontractor. When scope or RFP discrepancies occur, collaborates with clients, vendors, subcontractors and other individuals as necessary in order to formulate estimates and resolve issues.
  5. Calculates various statistical data:  quantity take-offs, material price lists, labor costs, equipment cost, and specialty items.  Track and research historical data (purchase orders, subcontracts, productivity analysis reports, etc.) and compile summary reports and bridging documents to develop guidelines and precedence for future estimates.
  6. Performs pre/in-progress/post project analysis on cost to calculate updated ROI on Innovation methods, materials, and technology as pilot project progresses thru life-cycle.
  7. Incorporates safety, quality, and production metrics to understand business impacts of Innovation.
  8. Investigates and evaluate materials and services incorporated into the project. This shall include using only qualified suppliers/subcontractors based on technical and commercial merits. Will evaluate materials and services comparing the technical and commercial aspects of each bid to ensure company is achieving the best value and is protected against potential claims.
  9. Works with estimating, supply chain, and engineering team to review and approve components of the bid package, submittals and decisions through the process.
  10. Collaborates with engineers, take off technicians, and the estimating team(s) as required.
  11. Complies with company policies and procedures and displays professional ethics in the bid process.
  12. Communicates with site teams over the phone and in person at the project sites concerning items such as work methods, production requirements, and historical data.

  2. Performs additional assignments per supervisor’s direction.
  3. Identifies opportunities for streamlining work and reducing waste in order to improve efficiency.

Additional Duties if Pilot Projects reaches Firm Bid:

  1. Initiates and set deadlines for departments to support timely review of contracts, burden and tax rates, human resource requirements, pre-bid meetings, bid reviews, pricing of equipment and materials. Must ensure all company or individual licensing is in place for state, county or local needs.
  2. Develops project bid package ensuring completeness and accuracy before bid is submitted.
  3. Prepares a milestone payment schedule in order to analyze the cash flow of the project and to understand the costs spent versus the income.
  1. Investigates and evaluates labor in the local and regional market to determine estimate requirements on wages, per-diem, housing, travel and other requirements necessary to ensure the estimate captures the appropriate plan and cost. Works with Senior Estimator to ensure company labor strategies are adhered to and accomplished as needed.


Knowledge, Skills and Abilities

  • Advanced knowledge of construction estimating techniques, cost control, and proper scheduling of purchases and work.
  • Ability to create processes to methodically evaluate the cost of innovation projects in a new and changing marketplace. Projects and products will be changing with each proposal.
  • Ability to establish proposal solutions with limited information and without historical knowledge.
  • Ability to read and understand engineering drawings, purchase orders, contracts, cost coding systems.
  • Effective verbal and written communication skills.
  • Computer skills – HCSS HeavyBid and Primavera .
  • Ability to work accurately and quickly under pressure.
  • Ability to work on multiple assignments simultaneously.
  • Some Travel required.
